to the roof. investigators say there is no major damage to the interior of the building. >> some firefighters are back on duty in vallejo. they will reopen one of its stations thanks to a two-year fema grant. station 25 will reopen with 10 new recruits. it will be up to the city to pick up the cost of the firefighters in two years. response times could more than double in east contra costa county. the fire stations cut to their stations and cut staff. 43 firefighters are being laid off. >> when engines are not available to respond or the response from long distance, time is then your enemy and it puts you in a position of loss. to close stations is detrimental to the community. >> the fire district board made the cuts when voters turned down

joining an exodus of police officers leaving san jose, fallout of a vote to reform pension pay. mayor chuck reed spearheaded the ballot measure which requires workers pay more now into their plans and abandon some benefits already promised. >> mayor reed says the cuts were the only way to avoid going down the path but california cities and stopped in an vallejo which both declared bankruptcy. >> we couldn't just wait and hope that things would turn out for the best because there were not going to turn out well >> san jose cut salaries 10 percent across the board. reed says it was not enough. pensions cost the city more than half its entire payroll and 21% of its general budget. other cities with big pension obligations like philadelphia with 28 percent of its budget

and l.a. with 32 percent are also worried. when mayor read 170% of the vote to cut retirement pay it seemed that san jose might have an answer >> what we did does demonstrate that if we take this problem to the voters there will be strong public support >> but it provoked a court fight and has left bitterness. >> the city has prevailed and it has been ugly and as a result, the city may be in a better place today financially but there are a lot of wins to be leaking. >> litigation could take years but the mayor says unless there is a restraining order he will push ahead to make changes now. >> there is a shortage of helium, it is deflating fourth of july plans in the bay area.

is low clouds and fog that have moved on short period we're looking at some mild temperatures of your head outside. rather muggy as the dew point is high. warmer today, allot of '60s and '70s around the bay and '60s out towards the coast line. it looks like it will be warmer for most of today although high pressure is starting to build back in. our computer models show some of the fog stretching on short but through the day, it will stick out at the beaches for the better part of the day but inside the bay is looking pretty good. temperatures are looking pretty good. 78 degrees in san jose, 74 in fremont. as you and inside they will
